So, as it turns out, I'm not really suited to running an IRC channel.  I can't commit to being on at regular times, which is something that seems to be absolutely necessary to getting the channel noticed and active.  I'm also a good deal less social than I used to be online; I still enjoy talking with people on forums, and on mailing lists, and in comments, and in journals but live chat is something I find much more tedious and draining than I did when I first joined the community.  Thankfully, it also turns out that there are a lot more otherkin-oriented chats out there than I first thought.  So I'm officially shutting down the #dreamhart irc channel at this time, and I highly recommend anyone who is still interested in realtime chat with fellow otherkin check out the resources here:
